The Functional Introduction of Nanchang Municipal Office, SAT  

The main functions of the Nanchang Municipal Office, SAT (Hereafter called ^Bureau ̄ )are:

I. in accordance with the laws, implementing and adopting the taxation laws and regulations stimulated by the nation, the province and the city; on the basis of the actual situation of the local area and the industry, researching and establishing detailed implementation modes, carrying out propaganda of taxation regulation.

II. the administration of all taxes levied by the Bureau in the Nanchang area, and the tax collecting duties assigned by the upper level tax authority.

III. on the basis of the actual situation of the Nanchang area, establishing a taxation administrative system that applies with the development of the socialism market economy, and establishing a favorable environment for legal taxation.

IV.the administration of VAT refund on export goods.

V supervising and inspecting the compliance status of the taxpayers in the local area.

VI. supervising and inspecting the implementation of national taxation law and regulation of all the cadres in the Bureau.

VII. the responsibility of the organ setup, personnel organization and wage administration of the Bureau; and responsible for the political ideology construction of the cadres and personnel of the whole Bureau, cadre education, and discipline inspection, supervision and incorruptness construction

VIII. the responsibility of taxation plans, statistics and accounting, the allocation of equipment, fixed assets and expenditure.

IX. other duties assigned by the upper level of the tax authority.
The main functions of Municipal Office Organs

I. General Administrative Office (Party Committee Office)
is responsible for:
, the integration, research, coordination, preparation and organization of overall taxation meetings and other related meetings of the whole Bureau,
, drafting and examining overall documents and reports;
, the supervision of the related decisions made by meetings of the Bureau and the Party;
, the edition and publication of taxation regulation and policy materials;
, the taxation propaganda, secretarial matters, information integration, written material processing, documentation, complaint receiving, and handling proposals made by the People Congress and overtures made by the C.P.P.C.C. members;
, the major foreign affairs.

II.. Turnover Tax Department
is responsible for:
, the administration, research and guidance of the implementation status of Value Added Tax, Consumption Tax, Business Tax of the Financial and Insurance Industries, formulating the detailed policies and methods within the responsibility;
, investigating and supervising the daily administration of the Value Added Tax, Consumption Tax, Business Tax and VAT Invoice;
, the administration of the other relevant turnover tax.

III. Income Tax Department
is responsible for:
, the administration, research and guidance for implementation status of Income Tax which is levied by SAT, formulating the detailed policies and method within the responsibility;
, investigating and supervising the income tax administration of the collective enterprises and financial industry, the gathering tax payment operation of the railway, post & telecommunication, banking and insurance Industries;

IV. Tax Administration & Collection Department
is responsible for:
, formulating and organizing the tax administrative and collecting procedure, the method of internal objective management and assessment;
, coordinating the operation of the different departments inside the Bureau ;
, the administration of tax registration and tax filing, the guidance for the operation of tax administration and collection, the administration of taxation propaganda, etc.

V. Planning/Statistics/Accounting Department
is responsible for:
, the taxation plan ,statistics, budget, accounting and its reporting to the upper levels;
, the allocation of the expenditure, equipment and fixed assets
, the internal auditing.

VI Investigation/Auditing Department
is responsible for:
, the administration, organization, coordination and guidance of the accomplishment on investigation and auditing,
, formulating the auditing plans and procedures;
, organizing and participating in the investigation of serious taxation cases;
, the publication of the investigated cases.

VII. International Taxation Administration & Collection Department
is responsible for:
, the administration and collection of international taxation;
, the research and guidance for the foreign taxation collection,
, formulating the detailed policies and method within the responsibility.

VIII. Personnel Department
is responsible for:
, the organ setup, personnel organization and preparation, and civil servant employment, assessing, attendance checking, encouraging, promoting and demoting, appointing and removing, resigning, refusing and retiring and other administrative work;
, the assessment of Department level and Vice Department level cadres and leadership of each level;
, the approval of professional technical titles; and responsible for the management of labor wage and personnel files.

IX. Supervising Office (work together with the discipline inspection team)
is responsible for:
, the discipline inspection, supervision, and incorruptness construction, law execution and other related work of the whole Bureau.

X. Political Ideology Office (Party Committee Operation Department)
is responsible for:
, the spiritual civilization construction, political ideology work and basic construction work;
, the organization, propaganda, the United Front of Nanchang Bureau Party Committee, as well as the political ideology construction of the Bureau* basic cadres, and the guidance for the democracy life meetings of the cadres.
, In addition, the Organ Party Committee is set up, and a special Vice Secretary of the Party Committee is appointed, who is responsible for the Party organization construction of the Bureau, and responsible for the political ideology construction of the personnel; a Chairman of the Labor Union and a Secretary of the League Committee are appointed, who are responsible for the daily work concerning the Labor Union and the Communist Youth League of the Bureau.

XI. Policy & Regulation Department
is responsible for:
, the coordination and research of multi-taxation, comprehensive and special taxation concerned problems and the problems of legal suitability occurring in the adoption of taxation law.
, regular liquidation and identification of the taxation standard documents; and be responsible for the compilation of the taxation laws, statutes, policies, regulations and standard documents.
, signing taxation operation documents inside the Bureau, and handling the related documents outside the Bureau.
, supervising and inspecting the implementation status of the taxation laws, statutes and regulations.
, tax administrative reconsideration, hearing, litigation and compensation, as well as establishing administrative punishment system..
, participating in the trials of serious taxation cases, and supervising the ended checking cases.
, the guidance and training for the personnel concerning policies and legislation operation of the basic organs.

XII. Invoice Administration Department
is responsible for:
, implementing and adopting the invoice administration policies and regulation stimulated by the upper levels; on the basis of the actual situation of Nanchang, stimulating detailed measures and resolutions related to invoice administration,;
, the approval and publication, arrangement and allocation, provision and distribution, inspection and examination, regulation violation punishment and security administration of invoice.
, supervising, inspecting, and guiding the invoice publication of the appointed invoice publisher and the security administration of special invoice articles and final products.

XIII. Education & Training Center
is responsible for:
, the coordination and management of education for the cadres and training in respect of the taxation information and the education promotion inside the bureau; the management and recommendation of the training outside of China.
, the organization and assessment of the cardes competition of taxation knowledge.
, the other relevant education and training program assigned by the upper level .

XIV. Service Center
is responsible for the internal services and management of the building and properties, etc.

XV. Information Center
, To participate in researching tactics of development and making policies; to draw the future picture of taxation management modernization; to carry on implementation of taxation management modernization of Nanchang Municipal Office of State Taxation Administration.
, To constitute information management rules and criterion and to put them into action.
, To take charge of software development, application extending and technology training.
,To set up and manage hardware and network establishment and to equip rationally computer facility for our work.
,To manage and maintain our information management system and ensure that it works safely; to take charge of information processing and treatment; to provide technology support for outside information exchange; to provide valuable data for the leaders¨ decision-making.
, To preside over and maintain our Internet web site and keep it secure.
, To organize uniformly and manage our technology processing and to provide better training environment or chances for them in order to ensure and safeguard the running of Taxation Management Information System.
